Dear Mr. Peskov,
Many thanks for your letter. I am pleased to share with you the link below to a Q&A which addresses the current situation after the IOC issued recommendations for International Federations and international sports event organizers on the participation of athletes with a Russian or Belarusian passport in international competitions.
All the very best,
Kaveh Mehrabi
Director
Athletes’ Department
International Olympic Committee

In addition, the International Olympic Committee (IOC) additionally gave consent to our organization (IARA) for the publication and distribution of this official response and informed us that the IOC link about the participation of Russian and Belarusian athletes is constantly updated and is available in Russian.
The presented list of questions and answers contains the official position of the International Olympic Committee on the problem of participation of Russian and Belarusian athletes in the Olympic Games. In particular, the IOC officially answers questions related to the boycott of the upcoming Olympic Games by Ukraine and a number of countries, what criteria should be used to determine support for the war in Ukraine, how our athletes should participate in qualifying competitions, and many other questions of interest. All changes in the official position of the IOC are set out in chronological and detailed order and are constantly updated. Therefore, the link provided by the IOC can be used by athletes all the time.
We hope that all IOC updates on the participation of Russian and Belarusian athletes in the upcoming Olympic Games will have positive dynamics. Both Russian and Belarusian athletes will finally be allowed to compete under their national flags and listen to their national anthems. And no one will be allowed to violate the right of our athletes to belong to their Homeland, and humiliate their national dignity. We also hope that the IOC will take into account our proposal to completely depoliticize international sport, exclude any national symbols and hold the upcoming Olympic Games in Paris in 2024 under a single Olympic Flag. We also continue to keep our naive hope that athletes from all countries of the world will forget about mutual hatred and enmity and will compete peacefully in accordance with the principles of the Olympic Charter and show all the peoples and politicians of the world an example of a sincere and noble desire for peace and the unification of humanity.
